Kenya-Tanzania Diplomatic Spat Was Unnecessary

 The just ended imbroglio between Kenya and Tanzania left a very important lesson for the region and beyond. I don’t need to repeat what transpired when Kenya banned Tanzania’s vehicles from accessing Jomo Kenyatta International Airport (JKIA). Tanzania reciprocated by reducing Kenya Airways’ trips to Dar Es Salaam from 42 to 14 a week. By whatever standards, the moves by two countries were totally counterproductive and economically suicidal. Thanks to the wisdom of two presidents of the respective countries the differences were ironed out timely and constructively. Now everything’s come back to normalcy. This is praiseworthy and good. Again, we need to learn the hard fact that we need one another, and shunning one another won’t do us good. Dr. Martin Luther King Jr said, “We need to learn to live together as brothers all die together as fools.” Are such fools really?
 Secondly, we need to underscore the fact that our regional integration won’t succeed if country members cling unto their narrow views of the future. Mwalimu Julius Nyerere used to say that if African countries keep on thinking individually, surely they will be doomed. Our nationalities are nothing but colonial creation. To defeat colonial machinations we need to seek our true nationality that is African. Thirdly, selfishness and better-than- thou mentality must be avoided at all costs.  Nobody is better than another and we all have what it takes when it comes to life.  And above all, we need to cultivate the spirit of negotiating, mediating and compromising whenever differences (which are natural) surface before resulting into the shunning.
Looking at how poor, or struggling African economies are, one’d think that whatever encourages  sound and equitable economic cooperation –at any level and degree –would be welcomed and promoted. I am wonder. Why should we start banning one another while we let, say, European or Chinese companies take away such opportunities we've already created among ourselves?  We tend to blame colonizers for all of our miseries for no reasons sometimes.  Instead of thinking about coming and commingle together, we’re easily falling prey to redundant divisions based on trivial matters. Conflict among human beings, countries, even animals is a normal thing and inevitable. Instead of using conflict destructively, we need to learn how to use it constructively so that we can forge ahead without harming our relationships and economies as the just ended kerfuffle behest us to do. Whenever conflict occurs it means to bring things on the fore so that they can be ironed out. So, whenever conflict occurs, first, we need to understand that it is unavoidable. Also, we must know that there is another way of using conflict productively to strengthen our relationships by resolving our differences healthily.  Thirdly, we need to change our perspectives on how we view conflict. Essentially, conflict is neither good nor bad. What’s palpable is that badness or goodness depends on how we view and resolve it. Professionally speaking, whenever conflict occurs – if we view it critically and positively – it does create opportunities. What we need to do is search for such opportunities. For instance, the just ended glitch in the relationship between Kenya and Tanzania has proved how wise, cooperative and visionary our leaders can be. This is a good thing. Also, it just offered an opportunity for our leaders to view and deal with situation differently for the good of their countries.
One thing our leaders and people should accentuate is that when you do business together, apart from getting money , you create job opportunities for your people which helps to add up to your economies. So, too, cooperation in business motivates your people to work harder and creatively for not only the betterment of their lives and the economies of respective countries but also for the development of the region in general. Also, through trading among neighbouring countries, you reduce time and prices of services and goods that would have come from afar.

 Let’s face it. We need to have economic sense of doing things based on the realities of today. Currently, China is an upcoming global force thanks to her clout in doing business with the world. We can’t improve the lives of our people by avoiding or ostracizing one another. This is why the total unification of East Africa – and ultimately Africa based on equality and equity –is sine quo non. We tend to blame our former colonial masters for exploiting us and dividing our continent. Again, who’s preventing us from reuniting her? The answer is obvious that narrow mindedness and selfishness are the cause whereby our leaders prefer to go solo so that they can remain the state houses instead of unifying the continent and have one president. I wonder. How much money do we spend hopelessly purchasing weapons for fear of our neighbours? How much would that monies do to Africa shall we reunite her? How much money do our people spend on visas that’d have been spent on other important things? It has become even more difficult for Africans to travel in Africa than doing so in Europe or America.  Why’d it be likelier and easier, say, for Tanzania to create more jobs for Chinese through trading with China than doing so for Kenyans and vice versa?

Serikali inawapa wanachi ardhi au kampeni?


        Hivi karibuni rais Jakaya Kikwete alimfutia hati ya umilki mwekezaji ambaye hakutajwa jina aliyekuwa akimilki shamba la Kampuni ya Galapo Ufyomi Estate lenye ukubwa wa Heka 1,220. Shamba hili liko Kata ya Galapo, wilayani Babati mkoani Manyara. Ni bahati mbaya kuwa wahusika hawakueleza sababu za kuchukua hatua hii na namna mhusika alivyopata ardhi kubwa kiasi hiki na alikaa nayo kwa muda gani. Hili ni muhimu ili mhusika alipe fidia ya kumilki ardhi visivyostahiki kwa muda aliomilki ardhi husika.
 Wengi walishangaa kusikia habari hii hasa ikizingatiwa kuwa haijulikani huyu mwekezaji alilipataje shamba hilo na rais alitumia sheria gani kuchukua hatua husika. Wapo wanaoshangaa haya “mapenzi mapya” ya rais Kikwete kwa wananchi tofauti na ilivyozoeleka kuwatetea na kuwalinda wawekezaji kama ilivyotokea hivi karibuni kwenye sakata la escrow ambapo rais alikuwa tayari kuwatosa mawaziri wake huku akiwaacha watuhumiwa wakuu mitaani wakitanua ukiachia mbali kwenda mbele zaidi na kusema kuwe hiyo pesa ya escrow ni halali yao.  Kuepuka malalamiko na hasara baadaye – kama ilivyotokea kwenye sakata la Tanesco na IPTL – rais anapaswa kueleza kwa kinagaubaga sheria iliyompa mamlaka ya kuchukua hatua hii ili kuondoa wasi wasi wa mhusika kwenda mahakamani akajishindia fidia ya mabilioni ambayo – kimsingi – hulipwa kutoka kwenye kodi za wananchi hawa hawa wanaosemekana watapewa ardhi bila kuweka utaratibu wa wazi na unaoeleweka na kukubalika. Kuna haja ya kuchunguza suala hili kwa undani na makini zaidi. Upinzani unapaswa kutuletea majibu na taarifa zake kuhusiana na hatua hii.
Kwa upande mwingine, wapo wanaoona kama kitendo cha rais kina weza kutafsiriwa kama kinalenga kuwavutia wapiga kura na kuonyesha kuwa serikali yake chini ya chake cha Chama Cha Mapinduzi (CCM) vinawajali wananchi wakati siyo. Maana swali kuu hapa ni: Ilikuwaje mwekezaji mmoja akamilki ardhi kubwa kiasi hiki huku wananchi walio wengi wakiishi bila ardhi. Huyu atozwe fidia ya kukaa na ardhi kinyume cha sheria na bila kuiendeleza na fidia hiyo wapewe wananchi ili uwe mtaji wao wa kuanza kuendeleza ardhi hiyo.
Pia wapo wanaoshangaa na kuhoji kama rais hajavunja sheria na kama amefanya hivyo kwa kuwapa wananchi ardhi iliyouzwa kwa muda mrefu ili baada ya uchaguzi mahakama iirejeshe hiyo ardhi au kuamuru serikali iwalipe wenye ardhi iliyotwaliwa. Kwanini wakati huu kuelekea uchaguzi kama hakuna namna? Muda wote rais alikuwa wapi na je ni jibu kwa watanzania wote wenye matatizo ya ardhi yaliyotokana na mfumo na utawala mbovu? 
 Wapo wanaodhani kuwa rais anaweza kutoa ardhi husika akilenga kupata kura kwenye uchaguzi huku akijua fika kuwa mahakama itaamuru serikali iirejeshe kwa mhusika au kumlipa fidia. Kimsingi wanachofanya hapa ni kutumia kodi za wananchi kununua mashamba husika ili wapewe kura kwenye uchaguzi. Ngojeni mtaniambia siku moja. Kwani nani aliwauzia hao wawekezaji hiyo ardhi? Haya yangefanywa na serikali mpya nadhani yangeingia akilini.
Naye waziri wa ardhi Nyumba na Maendeleo ya Makazi William Lukuvi alikaririwa akisema. “Baada ya Rais kufuta hati ya shamba hilo, sasa viongozi wa mkoa na wilaya hakikisheni mtu ambaye anahodhi eneo kubwa bila kuliendeleza, ananyang’anywa na kupatiwa wananchi, mtakaposhindwa tuleteeni juu.” Ina maana kuwa zoezi hili linaendelea? Kama ni kweli, kwanini waziri anatoa amri kisiasa badala ya kisheria kama kweli hakuna namna ya kuwaingiza mkenge wananchi.
Katibu Tawala wa Mkoa wa Manyara, Mhandisi Omari Chambo alikaririwa akisema, “Mashamba hayo ni ya Endanahai Estate (Kiru Valey), lenye ukubwa wa heka 2,930, Kiru Plantation lenye ukubwa wa heka 1,536 na shamba la Unit 18 lenye ukubwa wa heka 2,390. Mashamba haya yatagawiwa kwa wananchi.” Pamoja na “nia” njema ya rais kufuta hati na kuamuru ardhi husika wagawiwe wananchi, je ni vigezo na sifa zipi na utaratibu upi utatumika kugawa ardhi husika? Kuna haja ya mamlaka kuweka wazi vitu hivi ili kuepuka ardhi husika kuishia kwenye mikono ya wanyakuzi wa ardhi au kugawiwa kirushwa na kiupendeleo kwa kufuata itikadi za kisiasa kwa faida ya chama tawala.
Tungeshauri uwekwe utaratibu wa kutangaza majina ya wanufaika (baada ya kuyahakiki) kwenye vyombo vya habari ili wananchi waone na kujiridhisha kuwa zoezi hili halitaishia kuwa la kuwanyang’anya ardhi wanyakuzi waitwao wawekezaji na kuwapa wanyakuzi wa kisiasa au ndugu na jamaa na marafiki zao kupitia rushwa, ufisadi a upendeleo.  Pia uwekaji wazi majina ya wanufaika, vigezo na sifa vilivyotumika utaepusha ardhi yetu kuishia kwenye mikono ya wageni hasa ukizingatia kuwa ardhi hiyo iko kwenye mkoa wa mpakani ambapo Tanzania siku hizi imegeuzwa shamba la bibi ambapo tunaambiwa kuwa wageni wamejiandikisha na kujipatia vitambulisho vya uraia wakati si raia. Inapokuja kwenye ardhi tena ya bure, ushawishi ni mkubwa kupita kiasi. Pia watakaosimamia zoezi hilo watajwe na ielezwe wamepatikana kwa vigezo vipi ili kuepuka wahusika kuishia kujigawia ardhi husika huku wananchi wakitumika kama mhuri tu kama ilivyozoeleka kwenye mambo mengi nchini.Huwezi kugawa ardhi kama pipi bila kuweka utaratibu unaofahamika kisheria kwa kila mwananchi.

Kijiwe kuandamana kumshawishi Lowassa asigombee


          Baada ya kushuhudia aina mpya ya usanii ambapo wagombea urais hwapa watu hongo kidogo ili wajifanye wanakwenda kuwashawishi wagombee, Kijiwe kimeamua kuja na mpango tofauti ambapo kitakuwa kikiandamana kupinga wale wanaokuwa wameshawishiwa.
Mpemba anaingia huku akiwa anavuta uradi na kula mic, “Yakhe leo sinywi kahawa mpaka mnshawishi kama wale wanaotaka washawishiwe ndo wagombee urais utadhani hawautaki. Nshawishini basi.”
Kiiwe hakina mbavu jinsi Mpemba anavyotoa mikono akitaka ashawishiwe asijue ushawishi mwingine ni hatari hasa unapoinga kwenye siasa.
Mgosi Machungi anaamua kumnyang’anya mic, “Tikishawishi bue bue bia kutupa chochote kama wale wanavyohonga wasaka tonge kama aivvyosema mwanangu Jan Makambale? Siku hizi dunia imeahaibika kwei kwei. Hata mashehe wanahongwa upuuzi!”
“Yakhe mie nsema, wale si mashehee bali masheena. Mie hapa shehe nani awezakuja nambia eti anipe mapupu, utumbo, rushua ndogo ndogo na ujinga mwingine eti nende kumshawishi.  Kwani yeye binti anotaka wa kumuooa?” mpemba anaamua kuzoza.
“Du hii kali. Tukiwa wakweli ukweli ni kwamba anayeshawishiwa ni mchumba na si vinginevyo. Du wapinzani wakiipata hii jamaa ataipata kweli kweli!” Mipawa anajibu. 
“Tuache utani jamani. Mie nadhani kuwasaidia hawa wanaodhani kuwa wote tuna njaa kiasi cha kutumia matumbo au tu wepesi wa kusahau kama panya waache matusi ya nguoni. Tunapaswa kuanza kuandamana kila wanapotokea wasanii hawa uchwara na wala makombo wao wakashawishiana.” Anachomekea Mijjinga.
Kapende anadakia, “Kweli hapa umetoa bonge la pwenti. Kama wao wanafurahia kushawishiwa kama haki yao ya kidemokrasia, kwanini nasi tusifurahie kuwashawishi wasigombee hadi watimize mambo fulani fulani?”
Mipawa anakatua mic, “Yes, itakuwa bomba kama tutaandamana kumshawishi Lowassa asigombee hadi atoe maelezo dhidi ya tuhuma ambazo zimekuwa zikimkabili tangu enzi za mzee Mchonga. Pia tumshawishi asigombee kwa sababu alishapewa nafasi ya juu ya uongozi akaifuja. Hivyo, tumshauri aache wenye sifa safi wagombee wenyewe tena si kwa kushawishiwa.”
Msomi Mkatatamaa anaamua kutia guu tena mapema. “Hebu tuwe serious kidogo, mnadhani hiki kinachoitwa kushawishiwa ni kushawishiwa kweli au kuishiwa? Nadhani mgombea urais anayesema ameshawishiwa wakati alishatangaza miaka mingi iliyopita hadi akapewa adhabu anatugeuza wote majuha na pia kuna kitu anachoficha. Kwani lazima yeye?”
“Usemayo kweli Msomi. Kwani lazima yeye au ana lake? Nadhani kwa kitendo cha kuwakusanya wachovu na kuwadhalilisha kwa kuwapa vijifedha mapupu pombe na tende kinatosha kutuonyesha mtu wetu alivyo wa hovyo.” Anachomekea Mzee Maneno.
Msomi anaendelea, “Kimsingi anachofanya huyu bwana ni kutoa hongo hadharani tena kwa halaiki ambalo ni kosa kubwa sana tu kisheria. Huoni hata chama chake kilivyompiga stop baada ya kugundua anavyovunja sheria na kuzidi kukipaka mavi wakati matope kilicho nayo yanatosha?”
Sofia aka Kanungaembe anaamua kuingilia, “Hivi jamani rushwa gani hii ambayo inatolewa hadharani? Si mseme mnamchukia baba watu tena mtu mzuri tu.”
Mbwamwitu anamchomekea Sofi na kusema, “Mtu mzuri siyo? Mkewe akikusikia utatafuta ba kujificha mwenyewe.”
Mheshimwa Bwege aliyekuwa akivuta sigara kali yake, anatupa kipisi na kumpoka mic Sofi, “Sofi dada yangu kwanza nikuonye. Haya mambo ya kusifia waume za watu hayatusaidii. Kama unamtaka si umfuate ukamshawishi nawe? Nadhani huyu jamaa kaja na mkakati wa kujimaliza. Hivi unapochukua mashehena ukayaita mashehe sie mashehe wa kweli tutakuelewa? Aache kudhalilisha watu kwa tamaa zao na zake. Sasa namtumia salamu kabla ya kuandamana kumshawishi asigombee. Hata angeshawishiwa na malaika na watakatifu hapati kitu, hafai hafai hafai hafai ad infinitum.”
Msomi anakwanyua mic, “Mheshimiwa Bwege umeniacha hoi. Eti hata kama Lowassa atashawishiwa na malaika na watakatifu hafai? Hapana, kufaa au kutofaa sisi hakutuhusu. Kinachotuhangaisha ni kutaka atutendee haki lau atupe maelezo au kujibu tuhuma dhidi yake. Najua anaweza kusema hajashitakiwa. Ila ajue mahakama ya kisiasa ni wananchi na si mahakama za kiserikali kama baadhi ya watu aliwaoliwapa kumtetea wanavyodhani.”
Sofia anamchomekea Msomi, “Nasema jamaa ni safi na wanaomtuhumu wanahangaishwa na chuki binafsi.”
Kapende aliyekuwa akisoma gazeti ameamua kurejea, “Sofia acha utani. Hivi umeingiliwa na nini au nawe unataka ushawishiwe uache imani hizi. Unataka kuniambia kuwa hata baba wa taifa alikuwa na chuki binafsi siyo?”
Maneno ya Sofi yamewaudhi wangi, Mpemba anakula mic, “Yakhe huyu dadaetu aonekana ana mapenzi ya kibubusa. Hata hivo tumwambie, ka antaka huyo mtu wake si ende washawishiane huko?
Kanji haridhiki, “Pemba hapa sambulia sofi. Hapa sema sawisi Lowassa. Tafunja doa yake na bi kuba taumiza Sofi yetu hiii hiii mimi lilia sana Sofi.”
Baada ya Msomi kugundua kuwa kumbe utani unaanza kuingilia mjadala anaamua kuingiza pwenti nyingine. Anakula mic, “Mnaonaje tukapanga siku ya kwenda kumshawishia jamaa asigombee na badala yake aende kujisafisha kuhusiana na tuhuma zinazomkabili? Pia tukienda tumshauri afanye vitu vinavyowezekana badala ya maigizo ambayo mwisho wake si mzuri.”

Kijiwe kikiwa ndo kinanoga si wakatokeza wale mashehena walionunuliwa na kuhongwa upuuzi kiasi cha kutudharaulisha na kutudhalilisha sisi mashehe wa kweli. Acha tuwakimbize lau tuwarambe bakora watie akilini!

Bongolalaland the land of billionaires!
















          The other day when Andy Chenga referred to one million bucks as vijisenti or peanuts to inveigle us that he’s dosh, some of us where baffled little did we know another tycoon’d chip in.  You know what. Jimmy Rugemalayer, chief architect and suspect of escrew profligacy said that 75 million buck is vijisenti vya ugolo namely a few cents for purchasing snuff. After these two dudes of dosh showcased their splendour, I experienced a goof thinking that it’s the end of the game. Before long, one iron lady decided to challenge the men by dropping what seems to be a bombshell that annoyed and dismayed many altogether. Guess who. Porofwesa Nshomile Anae Kajua Mlo Tiba is the star showing off thanks to festering corruption. You know what. She said that she spent ten million dafus on mboga and vitumbua. Sadly though, when profedheha told the truth boozers took on her as if she committed any crime. Is telling the truth a crime really? Why has our hunk become such bogus to the point of criminalizing truth tellers?
          If Tiba erred or offended many for telling the truth so as to be misjudged like that, why then don’t boozer bay for the blood of mzee wa Vijesenti vya ugolo who made Tiba a millionaire?  This boils down to the fact that we’ve become so bogus that we hate petty theft as we venerate sharks. Is it because they’re able to make some of us millionaires as it happened to Tiba, Ki-laini,Ngeleza, Andy Chenga, N’Gurumo of white house and other fat cats or what? Is it because we, too, are crooked save we have no offices to corrupt? Is it because we’re insane and stupid? Please help me out there. For, I don’t get it. I didn't think that all uproars about escrew would die out instantly so as to let Rugemalayer and SingSeth and their masters get away with murder. If this is the case why do you call your hunk Bongo not Bongoless or Bongolalaland?  I can see that one shaking his head. Don’t think I’m abusing the hunk and her boozers. Nope. Just imagine. Before escrew there’s a scandal of chakachuazation of the draft constitution. As if it weren’t enough, they spent billions of dafus on a fake thing and passed it forcefully and deceitfully. And nobody took to the streets! What’s this folks if it isn't insanity?
           As if that wasn’t enough, there came this escrew of our dosh. Tongues wagged to the top of the lungs. King Kong did his things, offering a few sacrificial lambs such as Tiba.  All of the sudden the rumpus died out! Wow!  Now I believe. Bongolalaland is shamba la bibi per se whether you like it or not.  Again, who do you expect to take on  big thieves if Takokuru charged with that is itself second to none as far as receiving kickbacks is concerned? Do you think cops can take on big thieves? Thubutu, if their bosses are eating from the same plate with sharks, who’ll order them to take on them? If the white house in fully in this eating frenzy who else will do the needful? I can see them laughing and smile where they were supposed to cry. Again, who care if at all soon they’ll kick the heck out of the white house and be pensioned off peacefully and eat your dosh peacefully just like Ben and dingi Ruxa despite their crimes? Who’s now hollering about Kiwila or Loriondo? If boozers are able to easily forget escrew that’s committed yesterday, how can they remember distant stuff such as Kiwila and Loriondo?
          Going back to the crucifixion of Tiba-Ijuka for receiving vijesenti vya ugolo and tell the truth, I know. I’m going to be hated for telling this truth. If you want to get boozers, just tell them big and many lies like those I evidenced in 2005 when certain big con men promised boozers heavens to end up giving them hells. Guess what.  This is fatidic. In the coming elections, the same lies as those of 2005 will be repeated and no boozer will question them. In 2005 the slogan was ANGUKA. May be, this year the slogan will be KUFA or Kuendeleza, Utajirisho, Fanaka and Amani. The other day I heard on boozer saying that this time the slogan will be UMIA or Uchumi, Maendeleo Imani and Amani. Try to analyse things a bit by bit and make decision. Otherwise if you goof you’ll end up picking the tab when they abuse power.
          If ANGUKA was a big lie, KUFA or UMIA will the biggest of all lies especially at this time the establishment faces many allegations of corruption involving the biggies and their families and friends. Given that boozers like to be cheated, they’ll subscribe to all this broadday lies from pathetic political liars. Who cares in the land of billionaires who can spend ten million dafus on vegetables or seventy five million buck for snuff not to mention calling a million bucks vijisenti?

Vijana wa zama jikumbusheni enzi hizi

Huu wimbo umeimbwa kwenye lugha ya Ndebele toka Zimbabwe ambayo hufanana sana na Kizulu wao husema isi-Zulu. Ndebele kwa si-Zulu ni jambazi. Hayo tuyaache. Kwa ufupi mama anaongelea mapenzi yanavyomhangaisha hadi anaandika barua huku akingojea majibu. Wale wa kizazi changu na mie wanakumbuka mambo ya kuandika barua na kwenda posta kuituma na kungoja miaka tofauti na sasa ambapo it is just a click away.

'Nawapongeza waishiwa kwa utoro mjengoni'

Taarifa nilizo nazo ni kwamba waishiwa ni mabingwa wa kutoroka mjengoni hasa wakati wa mijadala inayohitaji kutumia bongo. Nani anapenda kuumiza bongo lake wakati anaweza kuchepuka mijadala ya kuboa ikaisha akacha akazoa uchache na kwenda kujinoma? Je namna hii mnamkomoa nani zaidi ya kaya wajameni? Hata hivyo, tangu kaya igeuzwe No Man’s Land aka Shamba la Bibi nani anajali?
Hata hivyo, kwa kuelewa umuhimu wa chata la Mzee Jose Walioboa walilonyonga wakota kwa kutaka kuzuia ufisadi wao, msishangae kusikia wahishimiwa waishiwa wakifanya utoro.  Wamekuwa wakifanya hivyo hata wengine kuuchapa mjengoni huku wakianikwa na vyombo vya umbea udenda ukiwatoka na wengine kukoroma na kushua kwa kisambaa yaani kutoa hewa mbaya.  Bila kuua ili chata mbona wengi wangekoma na kukomaa. Kama wanakaya walitaka kuwatimua hata kabla ya msimu wao wa uishiwa haujaisha wanapoboronga viherehere wakawakingia kifua unategemea nini? Hivyo, haka kamchezo ka kukacha mjengo au kukaa mle kama masanamu bila kuchangia kataendelea. It is a lucrative business of siphoning boozers’ dosh. Acha niseme kimombo kidogo kuonyesha kuwa sikughushi wala kupewa ya dezo kama jamaa zangu madaktari na maporofwesa wa urongo na ukweli. Jei nonihino upo mpenda sifa?
Kwa vile waishiwa wanapotoroka mjengoni wanaishia kwenye mabaa na majumba ya kulala wageni kufanya vitu vyao, lazima niwapongeze kwa kupata kanywaji na starehe au vipi? Naona yule anasoma na kutikisa kichwa. Yule muishiwa naona anaanza kuchukua notebook ili aende kuchongea gazeti hili kwa kuwapa vipande vyao. Usijihangaishe. Ninaposema wanakwenda kwenye nyumba za wageni simaanishi wanakwenda kufanya majamboz zaidi ya kuuchapa usingizi. Hivyo, huna haja ya kupandwa na presha bure kuwa nimetukana au kugusa pasipoguswa. Waende huko wafanya majamboz au inanihusu nini wakati miwaya ipo inawangoja? Wakitaka waende au waache shauri yao. Kinachonihangaisha ni huu wizi wa mchana watoto hawa wanaofanya. Kama wamechoka uishiwa si waache kuliko kutelekeza majimbo yao? Walichaguliwa kuwakilisha walevi siyo kwenda kufanya ulevi na utoro ati.
Nawapongeza waishiwa si kwa kuibia walevi wala kujiweka hatarini kuukosa ulaji kwenye uchaguzi ujao hasa baada ya kufichuka uhovyo wao kuwa kumbe hawawakilishi walevi bali kwenda kujifanyia mambo yao huku wakizoa mshiko! Nawapongeza kwa vile wamenusurika na bonge ya zali kama si sanga au vipi? Hata hivyo, you are not out of woods yet folks.  Hili nadhani kwa walevi halivumiliki. Lazima kwenye uchaguzi ujao mwezi wa kumi wapige watu chini tena kwa kishindo cha ki-Tsunami. Najua wengi wanajipa moyo kuwa watachakachua kama walivyofanya mwaka 2010. Thubutu, mkijaribu kitaumana kiasi cha kuchimbika bila jembe. Patakuwa hapatoshi maana walevi wameishachoshwa na mchezo huu wa kichovu mchafu.
Kama si mama kipaza sauti kuwakingia kifua chake, ningewalima barua waandike maelezo juu ya kwanza, walipokuwa, walichokuwa wakifanya na kwanini wasipigwe bakora au mambo yao kuweka hadharani ili umma uwajue walivyo wa hovyo.
Pili, ningeamuru mshiko wote waliokwishazoa warejeshe tena kwa kulipa na interests kwa muda waliokaa nao. Ambao wangeleta gozigozi ningeamuru mashangingi yao yakamatwe na kupigwa mnada hapo hapo bila kuwapa muda. Hata hivyo, ni ngedere gani anaweza kumfanyia kweli nyani wakati wote lao moja yaani kuiba mahindi?
Tatu, ningeandika barua ya onyo na kwa watoro ili iwe kwenye kumbukumbu za mjengo kuwa walitenda jinai hii.
Nne, ningesambaza waraka kwenye majimbo yao kuwataarifu wenye jimbo kuwa hawana mwakilishi bali mtoro wa kawaida anayetumia muda na dhamana yao kufanya mambo yasiyo na maana.
Tano, ningehakikisha vyombo vya habari vinapewa orodha yao na picha zao ili vichapishe walevi wawajue na kuwatahadhari kwenye uchaguzi ujao.
Kwa vile yote haya hayakufanyika, kwanini nisiwapongeze waishiwa kunusurika kupatikana hata kuutema ulaji kama yule jamaa yangu Mzito Kabwela aliyejitiatia akaishia kupigwa kadi nyekundu na kuuacha ulaji wakati akiuhitaji.
Lo! Nilitaka kusahau kuwapa inshu. Mna habari kuwa waishiwa wanaosemekana walitoroka mjengoni kwa wingi walikuwa wapi? Kuna shushushu amenitonya kuwa walikuwa wamekwenda kwenye maadamano ya kumtaka fisadi fulani agombee ukuu ili awabamize mkenge walevi kama hana akili nzuri. Kwa vile waliamini kuwa jinai yao ya kutubambika mkenge mwingine inaweza kupita, walijiamini kwenda wakijua mkuu mpya atawakumbuka wale watakaotoswa na walevi kutokana na kuwa na nafasi bwerere za kujaza kama vile ukuu wa wilaya na mikoa, ubalozi, uwaziri ambavyo vimegeuka uchochoro wa kupachikia washikaji zao. Hata hivyo, lazima niseme wazi. Kama fisadi huyu atafanikiwa kugombea na baadaye akaupata ukuu basi mwenzenu nitajinyotoa roho kabla ya kuishi chini ya kidhabu huyu. Uchafu wa kisiasa, sanaa, ujambazi na uchangudoa wa kila aina vimenitosha. Lazima nijiondokee mapema kama mzee Mchonga ili nisishuhudie makufuru yanayoweza kuniua kwa sononi.
Ngoja. Naona yule muishiwa anaruka ukuta wa mjengo kuelekea Short time Nyumba ya wageni. Naona na yule mwingine anakata mbuga kuelekea baa ya Mama Coltide akastue kidogo. Naona yule naye ana msokoto wake wa ganja anakwenda uchochoroni kupata stimu kama alivyowahi kusema brother Jobless Nduguy kuwa waishiwa wanavuta mibangi na kubwia miunga nao wasikanushe.
Hakika kuna haja ya kuwapongeza wahishimiwa waishiwa kwa kuonyesha sura na nia zao halisi. Kazi kwa walevi kutafakari kuwa wenzenu wanakwenda kule kujiwakilisha na si kuwawakilisha. Hivyo, ufikapo mwezi wa kumi lazima muachane na ulevi na mibangi. Badala yake mchunguze nani anaweza kuwawakilisha mjengoni bila kutoroka, kuupiga usingizi, kukoroma, kushua, kutchangia hoja au kutoa upupu anapopata nafasi ya kuchangia.

Kinana: Hapana, kufichua mafisadi kiama cha CCM


          Katibu mkuu wa Chama cha Mapinduzi (CCM) Abdulrahaman Kinana ni mtu asiyeishiwa vituko. Ni bingwa wa kutoa matamko yanayosuta chama chake huku akijionyesha kama mkosoaji na mwana mageuzi mzuri lakini hatoki CCM.  Kama anamaanisha anachosema basi hapaswi kuendelea kuwa CCM tena kwenye madaraka makubwa kama hayo. Heri atoke nje akosoe kwa dhati kama akina Joseph Warioba na Joseph Butiku wanavyofanya. Vinginevyo hataeleweka zaidi ya kupiga kelele na kufanya maigizo na ngonjera tupu. Mara nyingi Kinana huongea kama mtu asiyeishi Tanzania wala asiyejua ima anachosema au chanzo cha anacholalamikia.
 Hivi karibuni Kinana alikaririwa akisema, “Tatizo lenu (wanachama wa CCM) mnakuwa wapole na mnajenga tabia ya kulindana. Kwa njia hiyo hamtaweza kukisaidia chama chenu. Mtu akikosea hakuna bahati mbaya, ondoa huyo na apelekwe jela mara moja ili kazi nyingine zisonge.” Kwanza, Kinana anaongea kama si mwanachama wa CCM tena mwenye nafasi ya kufanya hayo anayowahadaa watu wa chini yake. Pili, ukimuuliza ametaja wangapi au ameonyesha ukali wake lini wapi na katika lipi, nadhani hatapata jibu la maana. Tatu, Kinana anaongea kana kwamba hajui ni wapi pa kutoa malalamiko au ushauri wake huo “mzuri”. Kila siku anaongea na mwenyekiti wa chama rais Jakaya Kikwete. Anashindwa nini kumwambia hayo mawazo yake mazuri ya kukijenga chama kama siyo hadaa za kisiasa na maneno mazuri ya majukwaani? Nne, Kinana anapaswa awe mkweli akifahamu kuwa watanzania wa sasa siyo wa mwaka 47. Wanajua fika anavyowadanganya na kuwageuza majuha. Siku hizi anaonekana kwenye picha akifanya kazi hii na ile huku na kule kama kiongozi mchapa kazi na wa mfano. Ukimuuliza siku za nyuma alikuwa wapi kama siyo gea ya kusakia kura hakupi jibu la maana. Hata hivyo, kujenga kibanda sehemu fulani au kumwagilia bustani kwa siku moja kunaweza kuondoa matatizo ya wananchi kama siyo kuwahadaa ili watoe kura wakipate kingine cha moto?
Kinana anapiga mdomo hasa wakati huu tunapoelekea kwenye uchaguzi mkuu kana kwamba anaongea na mataahira. Muulize Kinana; Ilikuwaje yeye akatuhumiwa kusafirisha nyara za taifa na bado akateuliwa kuwa katibu mkuu wa chama anachowalaumu wanachama wake? Au ni yale ya nahodha kuongoza kwa kukaa nyuma badala ya kukaa mbele? Je Kinana hajui matatizo ya taifa letu hasa ufisadi, wizi, ujambazi, kujuana, kulindana na jinai nyingine nyingi zilizolifikisha taifa hapa msambweni? Kama hajui au anajua lakini anajifanya hajui si bora anyamaze tu kuliko kuwakebehi maskini wa taifa hili waliosikinishwa na sera mbovu za chama chake. Anachofanya Kinana ni utani na matusi kwa watanzania tena maskini wanaonyonywa na mali na fedha zao kuibiwa kila uchao chini ya uongozi wa CCM na akina Kinana.
Kuonyesha anavyoishi ndotoni kwenye nchi ya Kusadikika, Kinana aliongeza, “Nasema kwa wanachama wa CCM nchi nzima, mpango wa kuhamisha mtu kutoka eneo moja na kupelekwa sehemu nyingine huo usiwepo, mtu akituhumiwa lazima aachie ngazi akisubiri uchunguzi.” Muulize, nani anahamisha hawa wavurugaji kama siyo chama chake? Hata hivyo, Kinana anaonyesha kitu kimoja dhahiri kuwa viongozi wa CCM wako mbali na wananchi kiasi cha kujisemea bila kufikiri madhara ya wayasemayo. Kama Kinana angekuwa anasoma alama za nyakati, basi angemshauri bosi wake abatilishe baadhi ya uteuzi wa hivi karibuni wa wakuu wa mikoa na wilaya hata mawaziri. Hivi Kinana hajui kwa mfano, mawaziri waliovurunda wakaendelea kubakizwa serikalini mfano waziri wa Elimu, Jinsia Wanawake na Watoto, Fedha, Kilimo, Serikali za mitaa na wengine wanaojulikana kuvurunda lakini tokana na ukada na ukaribu wao kwa wakubwa wakaendelea kubakizwa ili wavurunde zaidi? Kama hawajui tumempa wizara zao. Aende akamwambie bosi wake awafute kazi badala ya kuwakingia kifua.
 Hakuna kauli iliyowachefua na kuwaacha wengi hoi kama Kinana kusema, “Wakati wa kuiba wezi hawafuati utawala bora, lakini wanapotakiwa kuondoka ndipo masuala ya utawala bora yanapoanza kusimama, naona suala la utawala bora litazamwe upya maana wengine hawafanyi kama tulivyowatuma.”  Kinana aambiwe wazi kuwa Tanzania hakuna utawala bora bali bora utawala. Kungekuwa na utawala bora kusingekuwa  na mauaji ya kila mara ya walemavu wa ngozi, wizi wa fedha za umma, uzururaji wa wakubwa, uuzaji mihadarati, utoroshaji nyara aliohusishwa nao na madhambi mengine mengi ambayo yanafanywa na kulindwa na chama chake anachojitahidi kuonyesha kuwa hakihusiki wakati kinahusika fika. Kinana huyu huyu alikuwa mshauri na mkuu wa kampeni wa rais Kikwete wakati wa kampeni za uchaguzi. Anataka kusema kuwa hajui hata walioiba fedha ya EPA wakaitumia kuwahongea wapiga kura na kuupata ukubwa wakaendeleza mchezo huo hadi kuja na Richmond na Escrow? Kama hajui haya au anayajua lakini anajifanya hajui basi hafai na ajinyamazie angaojee hukumu ya wananchi hapo mwezi wa kumi. Hata hivyo, Kinana ana wasi wasi gani wakati mchezo wa kuchakachua kura unajulikana?
Yatosha kumwambia bwana Kinana: Tafadhali acha kebehi na matusi ya nguoni wakati umma unaumizwa na chama chako hicho hicho unachopigia debe. Kama una uchungu na taifa hili wajibika wewe kwanza lau utoe maelezo kuhusiana na shutuma zinazokukabili badala ya kushupalia ya wengine wakati yako bado hujayamaliza. Ni vizuri Kinana akafahamu kuwa watanzania si majuha na mataahira wa kudanganya kila baada ya miaka mitano. Wahenga walisema, ada ya mja kunena muungwana vitendo. Watanzania wanataka vitendo na si ngonjera tenzi na maigizo ya majukwaani mbele ya kamera.

Laiti wananchi wangejiuliza ilipokuwa serikali tangu kupata uhuru hadi leo ndiyo ikumbuke kuwapatia maji ambayo kimsingi ni haki yao.

Huyu sijui kama naye anaielewa sera ya uwekezaji zaidi ya uchukuaji


Ama kweli nyani haoni kundule. Bila shaka Mkapa aliposema kuwa wanasiasa hawaielewi dhana (doctrine) nzima ya uwekezaji alimaanisha kuwa naye haijui ikizingatiwa kuwa naye ni mwanasiasa tena mwandamizi. Unafiki mwingine ni wa kizamani. Kwanini asijinyamazie kama mzee Ruksa ambaye ruksa yake ndiyo baba na mama wa huu ufisadi na wizi tunaoshuhudia? Kweli wasohaya wana mji wa nao ni Dar Si Salama!

S. Sudan conflict: IGAD go back to drawing board


          Power sharing has become another means of elucidating differences between opposing powerful politicians in Africa. However, president Salva Kiir Mayardit of S. Sudan said categorically that he's not ready to share power with his nemesis, former Vice President Dr.  Riek Machar. Mayardit was quoted as saying, "I don't agree with the suggestion that Riek be given the position of vice president." He also disagreed with the idea of having two armies that was proposed by IGAD. Mayardit new move has brought a cudgel to the peace talks that has been going for 15 months since the conflict erupted in this new and young nation.   To jumpstart the talks so that they can move forward, IGAD needs to tweak its proposal so that they can be acceptable for both sides. For  those who know how power in Africa is a dangerous game will agree with us that having two armies in one country is like being to war. It is an expensive and unviable option. It can't work for the president and vice president to have independent armies under their disposal and commands in one country. It has never been tried anywhere in Africa. So if IGAD wants to help S. Sudan, it must come with applicable and practical and possible solutions.
Even sharing power itself is questionable due to the nature of the conflict in S .Sudan. Essentially, IGAD needs to peel the onions by observing hidden layers of the conflict. For, what it is seen currently is not the whole conflict but instead it is the tip of the iceberg. In conflict we have one cardinal principle that when you deal with conflict, you must expect unexpected as far as the nature and magnitude of the conflict is concerned.  IGAD should think out of the box by analyzing the conflict in South Sudan. IGAD must consider all situations from the history of S. Sudan, realpolitik and geopolitics of the day. For, instance, when IGAD proposed that the two must have two separate and independence armies, it forgot that N. Sudan would seize this opportunity to arm one against another. In this conflict it is obvious and clear who would be armed is known. By doing so, S. Sudan would embark on arms race between president and his superimposed vice president. All over the world army is an integral party of the executive. It must be owned whole and totally by president who is commander- In-Chief. There is no way there can be C-I-C in one country. It has nary been experimented.
Another important factor IGAD needs to underscore is the fact that Government of Nation Unity (GNU) is not a magic bullet that can fix all problems.
If I were to be consulted as an academic and professional in the field, I would recommend that there must be ceasefire first. Secondly, I'd argue that UN peacebuilding mission be sent to S. Sudan to see to it that the already secured volatile peace does not evaporates. The presence of Green Berets may change the whole situation apart from being able to contain the conflict so that it can be easily managed. Mayardit is dead right for refusing to allow another army in his country or sharing power. Having two armies will exacerbate the conflict wantonly.  Apart from undermining the power and the office of the president, having two armies will create more mistrust and muscles flexing depending who has what it take. Such a move will be well utilized by spoilers in the region to see to it that S. Sudan ends up becoming either failed state or pariah so that they can exploit this opportunity to foster their interests. Remember. S. Sudan has black gold that can easily allure even those you don’t expect to be in the big picture.
Although the conflict in S. Sudan is treated as a political one, it is about relationship. Instead of looking at what the duo wants, one needs to know the history of their relationship so that one can gauge the vulnerability one can cause to another due to knowing his secrets. IGAD needs to know how much these bedfellows offered to each other. This helps in assessing the dangers, possibilities and impossibilities of resolving, managing or transforming constructively so that Sudan can forge ahead peacefully and constructively.
In sum, IGAD should avoid a quick shot based on securing a signed agreement. Instead, it must allow what John-Paul Lederach, who is a renowned among Peace and Conflict Scholars calls going “sideways” to find solution out of the prescribed template that it wants to use in Sudan. Also, Mayardit and Machar must be told that violence does not take them everywhere other than to more destruction something that can attract regional powers to stop the war at the detriment of Sudan. Regional powers won’t allow the conflict in Juba curtail their peace and development.

Kikwete anawaonea wakuu wa wilaya walevi

Hivi karibuni rais Jakaya Kikwete alisikika akilalamikia wakuu wa wilaya walevi ambao ulevi wao ulimlazimisha kuwatimua kazi. Alikaririwa na vyombo vya habari akisema, “Pale ulipo ni role model (mfano wa kuigwa), lazima uwe na tabia njema kwa kauli, matendo, nidhamu na uadilifu usiotiliwa shaka.” Hivi Kikwete anaishi dunia gani kuongelea uadilifu ambaye yeye hana ila anataka wenzake wawe nao? Mara hii amesahau alivyoshindwa kutoa maelezo baada ya kutuhumiwa kushiriki wizi wa EPA ambapo mabilioni ya shilingi yaliibiwa toka Benki Kuu kwenda kufadhili mradi wake wa kuingia madarakani? Mara hii Kikwete amesahau kuwa alikataa kutaja mali zake na kama alishafanya hivyo ilikuwa ni baada ya mbinde? Anataka hao wakuu wa wilaya waige uadilifu toka kwa nani wakati taifa kwa sasa linaendeshwa kwa uhalifu na ufisadi?
Je nani aliwatuea watu walevi na wasio makini zaidi ya rais mwenyewe ambaye kwa kufanya hivyo ni ushahidi tosha kuwa hakuwa makini? Je kama si kuendelea kulindana au kuwasingizia, kwanini rais hakuwataja kwa majina lao umma uwajue? Je katika hawa aliowateua kiasi cha kuzusha malalamiko toka kwa wananchi hakuna walevi na watu wasiojua hata umuhimu wa nafasi zao ukiachia mbali kutofaa kabisa? Rejea uteuzi wa hivi karibuni ambapo watu vihiyo, wahuni na wababaishaji hata wasaliti kupewa ukuu wa wilaya.
Kukiri kwa rais ni ushahidi tosha na matokeo ya kupeana vyeo ima kwa kujuana, kulindana, kulipana na fadhila na kuzawadiana bila kujali sifa za mhusika. Si chuku wala uzushi kusema kuwa wateule wabovu wako karibu kila mahali kwenye serikali ya Kikwete. Si kwenye ukuu wa wilaya wala mikoa bali hata kwenye baraza la mawaziri, kumejazwa watu wa kutia shaka ambao kimsingi hawalisaidii taifa bali kuwa mizigo kama makada wenzake wa Chama Cha Mapinduzi (CCM) walivyowahi kudai akawapuuza kulinda urafiki na kujuana kwake na mizigo yake ambayo inaendelea kuwa mizigo kweli kwa taifa. Tuna viongozi wa hovyo wanaozurura kama ambavyo katibu mkuu wa CCM Abdulrahaman Kinana alivyosema kuhusiana na waziri Lazaro Nyarandu aliyemtuhumu kwa uzururaji japo naye Kinana ni mzururaji mzuri tu. Ama kweli nyani haoni kundule!
Kama tutakuwa wakweli, baadhi ya tabia ambazo Kikwete amewatuhumu wenzake wamezipata toka kwake. Mfano, tabia ya baadhi ya wakuu wa wilaya kukopa hata pombe kwenye mabaa. Kwani hii ina tofauti gani na tabia ya Kikwete ya kukopa kopa na kutumia hovyo kiasi cha deni la taifa kuongezeka bila ulazima? Rais anayekopakopa huku serikali yake ikisifika kutoa misamaha kwa wezi wakubwa wanaoshirikiana na wakubwa au kuacha mafisadi na majizi wajiibie fedha ya umma kama watakavyo kama kwenye kashfa ya escrow, hakuna tofauti na kule kulikokuwa kukifanywa na wakuu wa wilaya anaowalalamikia Kikwete.  Kikwete anawataka wawe role model (kioo). Je yeye ni kioo pamoja na madudu yote ambayo amekuwa akiyafanya tangu aingie madarakani? Mbona hatukuona uoza huu wakati wa awamu ya kwanza ambapo kuteuliwa kuliendana na sifa kemkem za mhusika tena baada ya kuchunguzwa kwa muda mrefu? Watashindwa nini kulewa wakati nchi inaendeshwa kwa misingi ya kupiga dili badala ya maadili, kujuana, kulipana fadhila na usanii kila aina.
Kuna usemi kuwa jogoo aliwafundisha vifaranga kunya ndani baada ya kumuona akifanya hivyo.  Nadhani wahusika waliweza kufanya madudu waliyofanya kwa kujua kuwa waliowateua hawajali na hawana muda wa kuwashughulikia kutokana na kuwa bize na matanuzi na mambo ya hovyo kama hayo. Bila shaka mkuu wa wilaya anayepoteza muda kwenye mabaa ni wa hovyo kama rais anayetumia muda mwingi kwenye kuzurura akiomba na kukopakopa ughaibuni. Kama tutakuwa wakweli, tangu aingie madarakani, Kikwete ametumia muda mwingi nje kuliko kwenye ofisi yake alikopaswa kuwa akitatua matatizo ya taifa. Tumeona marais wa nchi jirani. Hawazururi kama Kikwete.
 Hata baba nyumbani ukiwa bingwa wa kurudi nyumbani usiku wa manane usitegemee watoto wako warudi mapema wakati wanajua hakuna mtu wa kuwabaini wala kuwaadhibu wanapochelewa kufanya hivyo. Kikwete anaweza kujiridhisha kuwa “amewashushua” wakuu wa wilaya walevi waliokuwa wakitumikia serikali ya kilevi. Kimsingi, alichofanya Kikwete ni kama kujisuata. Heri angejinyamazia kama alivyofanya kwenye kashfa ya EPA na kutaja mali zake.
Kama anenona nuru japo amechelewa kutokana na ukweli kuwa siku zake za kuwa madarakani zinahesabika, basi awawajibishe marafiki zake waliojazana kwenye baraza la mawaziri walevi na wanaolala hata bungeni. Vinginevyo inaweza kujengeka dhana kuwa wakuu wa wilaya walevi wameonewa hasa ikizingatiwa kuwa kwa sasa ulevi uwe wa madaraka, mihadarati na pombe umehalalishwa. Rejea jinsi naibu spika wa Bunge Job Ndugai alivyowahi kudai kuwa kuna wabunge wanaotumia madawa ya kulevya na hakuna aliyempinga wala kutaka atoe ushahidi.  Kikwete amewaumbua wakuu wa wilaya. Mbona amewahifadhi wakuu wa mikoa ambao wapo wengi wanaotia shaka kama mmoja aliyekuwa mkuu wa mkoa wa Arusha ambaye alionyesha wendawazimu wazi wazi na Kikwete wala hakumchukulia hatua? Leo tuna mawaziri wanaosifika kwa kutalii nje na mabinti na hata maanti wakati wizara zao zikifanya madudu na hawawajibishwi. Unategemea nini unapoteau watu kwa vile ni marafiki zako au marafiki na mashoga za mkeo au watu waliofanya kazi chafu ya kuchafua wenzao wakati wa kampeni? Unategemea nini unapoteua wakuu wa wilaya ambao sifa yao kuu ya kuwateua ni kuwafanyia uhuni maadui zako?
Ukipanda mbigiri shurti uvune mbigiri. Hivyo, Kikwete hana haja ya kulalamika wala kuamini kuwa kuna jipya kwenye tuhuma zake kwa wakuu wa wilaya walevi.

Kijiwe chalaani na kutaka mauaji ya albino yakomeshwe


          Baada ya kutoridhishwa na sanaa na ubabaishaji unaofanyika dhidi ya maisha ya ndugu zetu wenye ulemavu wa ngozi, kama Kijiwe, tumekaa kama kamati kulaani na kushinikiza mauaji haya ya kishenzi yakomeshwe.
          Mpemba leo ndiye anaanzisha mjadala. Anakula mic baada ya kubwia kahawa yake, “Yakhe mmeshuhudia jinsi rahisi alivokutana na uongozi wa watu wenye ulemavu wa ngozi? Je mmepata somo gani hapa?”
          Msomi Mkatatamaa anaonyesha kukerwa na kadhia hii wazi wazi. Anakwanyua mic, “Japo somo tulilopata ni la hovyo, ni kwamba ndugu zetu hawa wenye ulemavu wa ngozi watauawa sana hasa kutokana na siasa na usanii vinavyofanywa kwenye kadhia hii. Kwangu rais kukutana nao na kupiga picha si jambo la msingi kama kufumua mfumo unaochochea mauaji haya.”
          Kabla ya kuendelea, Sofia Lion aka Kanungaembe anamchomekea Msomi akisema, “Sasa hapa mfumo unaingiaje na kukosekana kwa maana kwa mtukufu rahisi kukutana na walemavu wa ngovi vinatoka wapi kama siyo kutafuta kumtwisha mtukufu zigo bila sababu?”
          Msomi anakwanyua mic, “Umeuliza swali zuri da Sofi. Ina maana hujui kuwa haya mauaji ya kinyama na kishenzi yamechochewa na kuridhia na kulinda ufisadi?” Anamkazia macho Sofi na kuendelea, “Je wewe kwa uzoefu wako hata kama ni mdogo, unadhani nini kinafanya haya mauaji ya kipuuzi na kipumbavu yaendelee kama si kutawaliwa na mfumo wa kifisadi unaofumbia macho wahalifu wanaotaka utajiri wa haraka? Mtaua wote na baada ya hapo mtafanya nini kama si upuuzi na upumbavu wa mchana? Hawa ni watu sawa na wengine wanaopaswa kulindwa na kaya yao. Vinginevyo lisirikali halina uhalali wa kuendelea kuwa kwenye maulaji kama haliwezi kuhakikisha ulinzi na usalama kwa wanakaya wake.”
          “Una maanisha nini? Mbona sijakuelewa hapa?” Sofi anajibu kwa kujitetea.
          “Usiwe na shaka utanielewa na nitakutosheleza kwa kukupa dozi ya kutosha.” Msomi anajibu.
          Kabla ya kuendelea, Mbwamwitu anadakia, “Unamtosheleza vipi na katika nini na kwa dozi ya nini? Msomi mbona umeniacha hoi?”
          Msomi anakwanyua mic na kujibu, “Usipate taabu. Hata wewe nitakutosheleza tu. Utajua ninamaanishacho punde.  Hebu tujiulize kama watu wenye akili na mapenzi mema kwa kaya. Hivi, bila kuwa na ukosefu wa maadili na badala yake kukawapo madili unadhani hawa wanaoua wenzao kwa tamaa za utajiri kama wangekuwa wanabanwa na sheria kueleza walivyopata utajiri wao kweli wangepata motisha wa kutenda jinai hii?”
          Mbwamwitu anajitetea,”Msomi nakuheshimu sana. Tuheshimiane  na kama ni dozi basi kampe Sofi siyo mimi.”
          Anamkazia macho Mbwamwitu na kuendelea, “Japo ni matokeo ya ujinga na ushirikina, ukweli ni kwamba hawa wanaoua ndugu zetu wanadanganywa na matapeli wanaojiita waganga waliotamalaki kila sehemu kuwa viungo vya ndugu zetu wenye ulemavu wa ngozi vikichanganywa na dawa vinaweza kuwafanya wawe matajiri wakati ni ujinga na upumbavu. Bila kuchapa kazi kwa juhudi na maarifa yote ni bure mtaendelea kuwa maskini tu.”
          Mijjinga anachomekea, “Unamaanisha kama yule mwenye kibao kinachosema “Njoo nikusafishie nyota na kukupa dawa ya utajiri”? Ananyooshea kidole bango la mganga wa kienyeji lililoko mtaani karibu na kijiwe.
          Kapende ambaye leo kauramba kweli kweli anatia guu, “Tuache uvivu wa kufikiri kama mzee Ben. Kwanini baada ya mjadala huu tusiporomoshe haya mabango angalau hapa mtaani?”
          Mipawa anakwanyua mic, “Kapende umenena. Lazima leo tufanye kweli.”
          Mpemba anachomekea, “Wallahi nami naunga nkono hii hatua ya kimapinduzi na kishujaa. Lazimu tufanye kweli ati.”
          Kanji naye hajivungi, “Hata mimi unga kono na guu. Veve nasema kweli kabisa dugu yangu. Sisi kama nakwenda angusha bango jua fika kuu naye tia akilini.” Anamalizia huku akimtaza Sofi ambaye huwa hapendi mkuu kuguswa vibaya.
Mheshimiwa Bwege anaamua kujinoma, “Waheshimiwa msemayo ni kweli tupu. Tumegeuka kaya ya washirikina kutokana na kutawaliwa na wasanii na washirikina wasioona mbele zaidi ya usawa wa pua zao. Ningekuwa mkuu haya mauaji yangekoma ndani ya masaa 24. Kwanza, ningeamuru waganga wote wa kienyeji waswekwe lupango mara moja. Pili, badala ya kutumia ndata kuua waandamanaji, ningetoa amri kila ndata aje na mhalifu mmoja ndani ya wiki moja.”
“Huna haja ya kuanzisha udikteta na matumizi ya nguvu. Ukifanya hivyo, usishangae ndata kuwabambikizia kesi wabaya wao au wanaowanyima rushwa. Dawa ni ndogo tu. Rejesha maadili kwa kaya nzima bila kujali kazi wala cheo cha mtu. Taja mali zako na halafu waambie wanakaya wote kufuata mfano. It is as simple as that so to speak.”
Mipawa anakwanyua mic, “Nkwingwa hoja yako ina mashiko. Naona hili unalopendekeza linaingia akilini kuliko kukutana na wahanga na kupiga picha nao kwa ajili ya kutafuta ujiko wa shilingi mbili.”
“Kwa vie muda unakwenda, kwanini tisiende kuangusha yae mabango hapa kwanza ili iwe saamu tosha kwa mkuu? Azima tiwaonyesha mfano tena hapa hapa na humu humu au vipi?”
Baada ya kuona muda unayoyoma, tuliamua kwenda kuangusha mabongo ya waganga njaa kama onyo kwa wote wanaocheza makidamakida na maisha ya ndugu zetu wenye ulemavu wa ngozi. Ole wao watakaoendelea kufanya usanii na maisha ya ndugu zetu!

Mauaji walemavu wa ngozi yatosha

          Kumekuwapo na mikakati, harakati na juhudi za kisiasa na maneno matamu kuhusiana kadhia hii. Vitendo ni haba tokana na uoza wa kimfumo unaoruhusu watu kutajirika bila kutaja walivyochuma wala kupata hizo mali. Ingawa tunaweza kuhanikiza kwenye majukwaa ya kisiasa kuwa tutapambana na kadhia hii, bila kushughulikia chanzo cha kadhia hii tunapoteza muda. Wengi watauawa kama ambavyo ilitokea hivi karibuni baada ya rais kufanya mkutano na walemavu wa ngozi. Huu ni ushahidi tosha kuwa mbinu na mikakati tunayotumia ni vya mdomoni tu na si vya moyoni wala vitendo. Inashangaza kwenye taifa ambalo limekuwa huru kwa zaidi ya miaka 50; lenye vyombo vyote vya usalama na upelelezi kushindwa kutatua tatizo hili.
          Inakuwaje tunapata mshipa na nguvu ya kuwalinda wanyama pori walioko kwenye hatari ya kutoweka lakini tunashindwa kuwalinda wanadamu wenzetu? Jibu ni rahisi kuwa tangu maadili yauawe na nafasi yake kuchukuliwa na uroho, roho mbaya, wizi, ufisadi na ujambazi, kila mtu anataka kuukata kwa njia yoyote iwe halali au haramu. Kimsingi, chanzo cha mauaji ya watu wenye ulemavu wa ngozi ni ya kimfumo. Tuna mfumo mbaya wa kujitajirisha bila kutoa jasho wala kukfauta utaratibu na kanuni ambavyo ni kufanya kazi halali kwa kujituma.
          Si uzushi kusema kuwa mamlaka zetu zinashiriki wazi kwenye mauaji ya ndugu zetu hawa. Haiwezekani taifa lenye kujitambua, kutambua na kujali utu wa watu wake likaruhusu au kushindwa kupamana na jinai na dhambi hii. Bila kukata mzizi wa kadhia hii ambao ni mfumo fisadi, wengi wataangamia bure. Sababu nyingine ni ujinga na imani za kishirikina. Hivi mnategemea nini kama mnaruhusu kila matapeli kutangaza biashara yao haramu kama uganga njaa na wa kienyeji au mahubiri ya kishrikina ya dini ambapo wahusika  huwahadaa watu maskini na waroho kuwa wanweza kutatua matatizo yao wakati wao  wana yao?
          Japo rais – kwa kukutana na walemavu wa ngozi –anaweza kutuaminisha kuwa atapambana na kadhia hii, yote ni bure bila kubadili mfumo wa sasa wa kijambazi. Turejeshe kanuni, sheria na miiko ya maadili uone. Mauaji ya wenye ulemavu wa ngozi na vikongwe –hata ya wanyama –yatatoweka yenyewe. Maana bila kuwakatisha tamaa washirikina na wajinga wanaosaka utajiri kipumbavu na kikatili, wataendelea kuua ndugu zetu bila sababu na utajiri wenyewe wasiupate.
          Huwa siachi kujiuliza; Hivi kweli haya mauaji ya walemavu wa ngozi yangekuwa yanawalenga matajiri au wanasiasa yangeendelea hivi kama ilivyo sasa ambabo kuzaliwa au kuzaa mtu mwenye ulemavu wa ngozi imekuwa ni kama laana? Pamoja na kwamba tumegeuka wanyama na wapumbavu kuhalalisha uroho, ufisadi na wizi, tunapaswa kujisuta kama taifa na jamii ya watu wenye akili na hisia. Sidhani kama rais angekuwa na mtoto mwenye ulemavu wa ngozi angeruhusu hali hii iendelee. Kama mzazi bila shaka angechukua hatua kwa kujua thamani ni mtoto wake. Hawa wazazi maskini wanaopoteza watoto wao au watu wanaopoteza ndugu zao wana hisia na uchungu kama binadamu yoyote. Inakuwa vigumu kuamini kama walemavu wa ngozi wanajivunia kuwa watanzania wakati wanaishi kwa kuwindwa na kuuawa kama wanyama wasio na thamani wala mlinzi. Kwao serikali ni genge la mauaji linaloshabikia maangamizi yao. Bila kuchukua hatua, hata tukiandika mabango ya “yatosha” bila kuchukua hatua mujarabu ni bure. Tuache kufanya mazingaombwe na mchezo na maisha ya binadamu wenzetu tena katika nchi yao inayopaswa kuwalinda na kuwatendea haki. Uhai ni haki ya kwanza na kubwa kuliko zote ya binadamu yoyote.
          Pamoja na kupambana na vyanzo vya mauaji ya walemavu wa ngozi ambavyo ni mfumo fisadi na jambazi, serikali inapaswa kutoa ulinzi na kuanzisha operesheni ya kupambana na wauaji hawa katili na wanyama wa walemavu wa ngozi. Umma unapaswa kuelimisha na kushirikishwa katika vita hii. Kimsingi, kama kutakuwapo na juhudi na utashi wa kweli wa kisiasa, tatizo hili ni dogo tu. Hivi kweli, hawa wanaoua ndugu zetu wangekuwa ni wavamizi wanaotaka kuchukua ardhi tena ya jangwa ya taifa letu tungewaangalia tu na kutoa matamko na ahadi hewa za kisiasa? Hivi kweli haya ndiyo maisha bora aliyowaahidi watanzania wote rais Kikwete wakati wa kampeni zilizomuingiza madarakani? Wakati tukipiga siasa na kutoa ahadi tamu lukuki wenzetu wanateketea. Sasa waende wapi kama serikali waliyoamini ina jukumu na uwezo wa kuwalinda imewatelekeza na kuwasaliti hivi? Ina maana wauaji wa wenye ulemavu wa ngozi hawafahamiki? Bila shaka wanafahamika. Je utawajuaje?  Huwezi kuacha nchi ijiendeshe kwenye autopilot ukategemea kadhia kama hii ijiondoe yenyewe. Pambaneni na ufisadi, wizi, ukosefu wa maadili na utajirisho wa haraka bila kutoa maelezo muone. Bila kubadili mfumo, mabango ya “yatosha’ na ahadi za kisiasa za midomoni majukwaani havitasaidia. Ifikie mahali tuseme kama taifa na jamii ya watu YATOSHA NA ITOSHE KWELI. Walemavu wa ngozi wasihofie kutembea wala kuishi kwa kujificha au kufichwa. Hii ni nchi yao sawa na wasio walemavu wa ngozi. Tuanze sasa kupambana na mauaji ya wenye ulemavu wa ngozi. YATOSHA, YATOSHA, YATOSHA.
